Q1. What is AKPK?


Answer: 


AKPK is known as Agensi Kaunseling dan Pengurusan Kredit in Malay or Credit Conselling and Debt Management Agency in English. AKPK is an agency set up by Bank Negara Malaysia in April 2006 to help individuals and SMEs take control of their financial situation.


Q2. What is the Debt Management Programme (DMP)?


Answer: 


Debt Management Programme (DMP) is a customised programme, where AKPK credit counsellors will help to develop a personalised debt repayment plan in consultation and agreement with your financial service providers, ie. banks.


Q3. Who is eligible to apply DMP?


Answer: 


a. You must not be a bankrupt;

b. Unable to manage your debts;

c. Have a positive net income;

d. Not under any advance legal action;

e. Having loans from participating financial service provider;

f. Loan amount does not exceed RM5million.


Q4. How much is the charges for applying DMP?


Answer: 


AKPK services for individuals and SMEs are FREE OF CHARGE.


Q5. Which financial institutions are included in the DMP?


Answer: 


Facilities granted to individuals by the following credit providers are eligible to be considered under the DMP:

a. Commercial Banks

b. Islamic Banks

c. Life Insurers

d. Takaful Operators

e. Development Financial Institutions

f. Credit/Charge Card Issuers

g. Malaysia Building Society Berhad (MBSB)

h. Koperasi Bank Persatuan

i. Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN)

j. Hire Purchase Loans

k. Housing Loan

Q6. Can my personal loan under salary deduction be restructured in the DMP?


Answer: 


Restructuring of personal loan through salary deduction is only allowed for the following financial institutions:-


a. Bank Kerjasama Rakyat Malaysia Berhad

b. MBSB Bank

c. Bank Islam Malaysia Berhad

d. Bank Simpanan Nasional


Q7. Can a hire purchase be restructured under the DMP?


Answer: 


Restructuring of hire purchase is allowed for the following financial institutions:-


a. Bank Islam Malaysia Berhad

b. AmBank (M) Berhad, AmIslamic Bank Berhad


However, hire purchase with other financial service providers may be considered on a case-to-case basis.


Q8. Can a housing loan be restructured under the DMP?


Answer: 


Restructuring of housing loan is allowed for the following financial institutions:-


a. Affin Bank Berhad, Affin Islamic Bank Berhad

b. Alliance Bank Malaysia Berhad, Alliance Islamic Bank Berhad

c. AmBank (M) Berhad, AmIslamic Bank Berhad

d. Bank Islam Malaysia Berhad

e. Bank Muamalat Malaysia Berhad

f. Bank Simpanan Nasional

Q9. Can an education loan be restructured under the DMP?


Answer: 


AKPK can only restructure education loans with PTPTN (Perbadanan Tabung Pendidikan Tinggi Nasional)


Q10. What are the benefits of enrolling in the DMP?


Answer: 


You may be benefited as follows:-


a. Cash flow re-alignment

b. Reasonable repayment term based on your financial ability and available cash flow

c. Moratorium of legal proceedings

d. NO HARRASSMENT from debt collectors


Q11. Is there any consequence of enrolling in the DMP?


Answer: 


Your credit lines such as credit card and overdraft facilities will be withdrawn. You may not be able to obtain while enrolling in the DMP. However, the application for credit card and overdraft facilities is subject to the financial service provider’s discretion.


Also, you may apply for new loan after the enrolment in the DMP. This is also subjected to the direction of the financial service provider.


Q12. What is the process in the DMP?


Answer: 


The borrower is encouraged to attend 30 minutes public briefing and QNA sessions at AKPK branch. Then the borrower shall deal with an AKPK counsellor. The borrower shall share his or her financial predicament with the counsellor. A review of the borrower’s monthly expenses will be done with a view to identify potential savings. Then the NEGOTIATIONS will take place between AKPK and financial institutions ON BEHALF OF the borrower.

  • A copy of your IC

  • Latest CCRIS Report from Bank Negara Malaysia (printable at AKPK branches)

  • Latest loan/financing statements for all facilities

  • Latest 3 months salary slip (if under employment)

  • Latest 3 months bank statement

  • Evidence of costs and income of the business (if self employed)

  • EPF statement (if any)

  • Legal documents (if any)

  • Other expenses documents like utility bills, medical certificate and etc
